Franklin County Code § 13-10 governs commercial solid waste collection in unincorporated Franklin County, covering household garbage and seafood waste such as by-catch scallop, crab and fish waste. Any commercial collector must deliver everything picked up to the Franklin County landfill within 24 hours of collection and dispose of it under the landfill's rules, with tipping fees paid at the gate. Collection trucks must be covered and secured so nothing discharges from the truck onto county roads en route. The section carves out appliances, scrap metal, construction debris and yard trash, which fall under separate landfill and litter rules rather than the routine pickup standard.

Underlying the pickup rules is § 13-7, which bars any person, firm or corporation from collecting household solid waste on a fee or charge basis in the county, or delivering it to the landfill, without first signing a written contract with the Franklin County Board of County Commissioners; delivery is otherwise subject to the county's landfill tipping fee resolution as amended from time to time. Individual residents and businesses may still haul their own household or business waste to the landfill themselves under § 13-7(d), paying the same tipping fee, without needing a hauler contract.

Enforcement of the landfill and collection rules runs through the Planning and Building Department and the landfill operation itself, which can refuse waste that does not meet the covered-truck or contract requirements.
