The department of public works shall collect and remove, or cause to be removed under its direction, such solid waste from all residences as provided for in this chapter and such limited quantities of solid waste from multi-unit residences, mixed use properties, and commercial establishments, as provided for in the rules and regulations of such department. Nothing in this section shall establish a right of any multi-unit residence, mixed-use property with seven (7) or more residential units, or any commercial establishment, to receive such service by or through the city, nor shall anything in this section forbid the city from offering such service, including for a fee, from such premises.
