Except as provided in this chapter, it shall be unlawful for any person, either as principal or agent, to dump any solid waste in any vacant lot, the closed city landfill, public parks or in any other place in the city, for the purpose of filling, or otherwise, or into or upon the banks or margin of any watercourse within the boundaries of the city. The penalty after reinspection for continued violation of such provision shall be a fine of two hundred fifty dollars ($250.00). Each day any such violation shall continue, it shall constitute a separate offense. Any commercial establishment found to be in violation of this section shall have any permits, licenses and/or contracts entered into with the city suspended or revoked until the fine has been paid.
