The city will provide solid waste collection service to the following:
(1)Single dwelling units.(2)All apartments, including group care facilities, with less than five (5) units.(3)Upon request, apartments with five (5) or more units which have been receiving city solid waste collection services continuously since March 3, 1983.(4)Upon request, apartments converted to condominiums.(5)Commercial, industrial and institutional establishments upon request and approval of the city manager or designee.(6)A carry-out service for persons with disabilities residing in dwelling units receiving city solid waste collection and recycling service. The city manager or designee shall verify that an individual(s) meets the aforementioned criteria upon receipt of a request for carry-out service. Prior to receiving this service, the requester may be required to produce reasonable evidence of disability. This service does not include collection personnel entering the dwelling unit to provide such service.(7)Curbside recycling service will be provided to all dwelling units that are provided solid waste collection service by the city or its designee. Full Breakdown
Public Works runs citywide collection under Code Chapter 28. Sec. 28-17 obligates the city to collect from single dwelling units and apartments with fewer than five units, with larger multifamily and commercial properties covered on request. Every billed dwelling unit pays a mandatory monthly fee under Sec. 28-28(a), $40.07 effective 2/1/2026, stepping up yearly through 2030, collected on the water statement regardless of how much waste is set out. Households use only city-issued supercarts (Sec. 28-18), and Sec. 28-21 sets the placement window: no curb placement before 4:00 p.m. the day preceding the normal collection day, with the empty cart back in by midnight.
Violations & Fines
Containers left out past the pickup window or blocking the right-of-way get a tagged notice of violation (Sec. 28-29); an uncorrected violation can escalate to a citation under Sec. 28-30, with penalties applied per the general offense schedule in Sec. 1-9 (Sec. 28-31).
