The section is written in four buckets, and between them they cover nearly every place a load can be left. Bucket (1) is in or upon any public or private highway or road, which takes in the right-of-way alongside the pavement, not just the travel lanes. Bucket (2) is in or upon any private property, so dumping on a vacant lot, behind a business or on land the public can reach by easement or license is covered whether or not the dumper owns it. Bucket (3) is in or upon any public park or other public property, which reaches city land outside the areas actually designated for disposal.

Bucket (4) is the catch-all that sweeps up the rest: any property for which a waste disposal permit has not been issued by the ADPC&E. The opening words widen who is liable. The section reaches a person who disposes of waste illegally or who causes it to be illegally disposed, so arranging for a hauler who then dumps the load is written into the prohibition rather than left outside it. What counts as waste is set by the chapter's own definitions. Sec. 28-31 routes violations of the chapter to the Code's general penalty in Sec. 1-9.
