Full Breakdown

Under Sec. 28-21 of the Little Rock Code, the city manager's collection policy sets containers within five feet of the street edge and bars putting supercarts and recycling bins out before 4:00 p.m. the day preceding the scheduled collection day; they must come back in by midnight the day collection finishes. Only city-issued supercarts are picked up under the mechanical collection system (Sec. 28-18) -- extra bags or non-city cans left beside the cart aren't collected. Yard waste, collected manually, has no set-out time restriction (Sec. 28-21(6)).
