Section 7.16.220 assesses every residential and multifamily utility customer a fee, set by city council resolution, covering solid waste management services and mosquito control. Section 7.16.260 closes off the obvious workaround: the assessment must be paid 'regardless of whether or not' the customer actually uses the solid waste management services made available, so leaving a bin empty does not reduce the bill. Section 7.16.230 carves out two narrow exemptions: multifamily customers who have arranged alternative solid waste collection and notified the city, and owners of unoccupied premises who apply in advance, pay a processing fee, and satisfy the city manager that no hauler, city or private, will be used during the exemption period; such an owner must also notify the city before resuming service. Section 7.16.240 separately makes it unlawful to use the city's service during a granted exemption or an unpaid period, to dispose of waste generated outside Loveland's city limits through the city's system, or to use the service for commercial waste from a home business without paying the applicable fee.

Section 7.16.250 sets the collection mechanics: charges are due within 30 days of billing, and a delinquent customer gets a certified-mail notice giving ten more days before the unpaid amount becomes a lien against the property. That lien has priority over nearly every other lien except general taxes and prior special assessments, and the city can certify it to the Larimer County treasurer to be collected on the property tax roll along with a ten percent penalty to cover collection costs.
