The director shall have the authority to establish or change the size, type, and number of collection containers, days, frequency, and location of collection, amount of solid waste services needed, and such other matters relating to the collection, conveyance, and disposal of solid waste... These containers shall be emptied on a schedule agreed upon by the customer and the franchise hauler, as specified in the franchise agreement.
