010. 030 states plainly that the city intends collection, removal and disposal of solid waste to be compulsory and universal through the city's contractor; the compulsory rule carves out only material that is recycled through a private, permitted recycler, and any account holding a written exception from the city. 040 sets the floor: occupied residences must carry at least one standard can per week if they are not on recycling service, or micro-can service if they are, and commercial establishments must carry weekly service scaled to the volume of waste they generate, as determined by the contractor.

The section allows three narrow exceptions from mandatory service: adjoining properties under one owner may share a single account with the utilities/recycling division supervisor's written approval; a residential customer whose business already receives collection at the business address may get the home account exempted; and a customer the hauler physically cannot reach due to inadequate vehicle clearance can request an exemption, conditioned on the customer hauling waste to a permitted landfill weekly. Because service is compulsory rather than optional, a resident cannot simply opt out of collection and self-haul without one of these approved, written exceptions on file with the city's utilities division.
