(c)Refuse accumulated by multifamily residences shall be collected at least five (5) times a week.(d)Refuse accumulated by commercial, industrial, institutional and other nonsingle-family residential uses shall be collected at least twice a week. Where necessary to protect the public health, the Superintendent of the Division of Licenses and Inspection shall have the authority to establish the frequency of collection.(e)The removal of wearing, bedding, or other refuse from homes or places where highly infectious or contagious diseases have prevailed should be performed under the supervision and direction of the Superintendent of the Division of Licenses and Inspection. Such refuse shall not be placed in containers for regular collections.(f)Highly inflammable or explosive materials shall not be placed in containers for regular collection but shall be disposed of as directed by the Superintendent of the Division of Licenses and Inspection at the expense of the owner or possessor thereof.
