(a)All solid waste generated and accumulated in the city shall, except as herein otherwise provided, be collected, conveyed and disposed of by the division of solid waste management. The city may fulfill its obligation through a contractor.(b)It shall be unlawful for any person to permit any accumulation of solid waste upon any premises for a period of longer than eight (8) days without having made arrangements with the division of solid waste management for removal of such accumulation, and paid the fee attendant thereto.(c)The city manager shall make regulations concerning the days of collection, type and location of containers and such other matters pertaining to the collection, conveyance and disposal of solid waste as he/she shall find necessary, and to change and modify same after reasonable notice, provided such regulations are not contrary to the provisions of this article.
