Wheeled solid waste containers and other solid waste containers... shall be placed, by the owner, at the curb or roadside abutting the premises... by 7:00 a.m. on the day scheduled for collection. These containers shall not be placed at the curb or roadside any earlier than 5:00 p.m. of the day prior to regularly scheduled collection. All emptied containers shall be returned to proper storage on the premises of the owner no later than 8:00 a.m. on the day following... collection.

Sarasota City Code § 16-34 controls when solid-waste and recycling containers can sit at the curb. Owners must have wheeled and other containers out by 7:00 a.m. on collection day, but they cannot set them out any earlier than 5:00 p.m. the evening before. Once emptied, containers must go back into "proper storage", a side or rear yard, never the front yard, by 8:00 a.m. the following day. Containers can never be stored in a street or public right-of-way. Commercial establishments cannot leave waste outside the premises for pickup without the city manager's permission.
