Section 9.24.080 of the Taylorsville City Code, adopted by Ordinance 04-11 on March 3, 2004, makes compliance with Salt Lake County Special Service District No. 1's rules mandatory for every resident: "All residents located in the city shall comply with the rules and regulations of the Salt Lake County special service district no. 1 in all matters pertaining to containers and removal of solid wastes." The city sets no separate pickup calendar itself; the district controls can sizes, set-out timing and holiday shifts, and Community Development's code enforcement staff field complaints that a resident is ignoring those district rules.

Chapter 9.24 pairs that mandatory-compliance duty with several street-level rules: section 9.24.010 requires any open truck, trailer or other open conveyance hauling garbage, ashes, trade waste or yard clippings through city streets to be covered with heavy canvas or similar material at all times; section 9.24.050 makes it unlawful to let a vehicle or container loaded with garbage, manure, slop, swill or market waste stand on a public street for more than seventy-two hours while loading or transporting it; and section 9.24.020 bars willfully or negligently breaking, defacing or injuring any garbage receptacle.

None of these sections carries its own fine, so a conviction falls to the citywide default in section 1.08.020: a misdemeanor punishable by up to six months in the county jail, a fine of less than $1,000, or both, with corporate offenders facing up to $5,000. Cited residents can raise a dispute in Salt Lake County Justice Court, where infractions and misdemeanors arising under city ordinances are heard.
