Section 9.24.040, adopted by Ordinance 04-11 on March 3, 2004, states flatly: "It is unlawful to dump or dispose of any refuse or garbage of any description anywhere in the city." The prohibition is not limited to a neighbor's yard or a vacant lot; it covers any location within Taylorsville, public or private, including roadsides, drainage channels and the Jordan River Parkway corridor.
