Taylorsville, UT Trash & Recycling: Dumpster Rules (2026)

Section 13.23.090 sets five design requirements for every commercial trash enclosure in Taylorsville. Subsection A requires an enclosure for every garbage or recycling dumpster, built to the city's applicable design standards. Subsection B specifies the enclosure material: solid masonry walls at least six feet high, matched to the adjacent building, with opaque gates that must be closed when not in use and built of durable solid material. Subsection C requires the enclosure and gates to be equal in height to the dumpster being screened, tall enough to block the view from public and private roads and from neighboring lots.

Location rules follow in subsection D: no dumpster may sit in the required front building setback, and none may block a required driveway, traffic or parking aisle, parking space, or sidewalk. Subsection E adds distance requirements, five feet from any side or rear commercial property line, and ten feet from a side or rear property line adjacent to a residential district, so developments next to houses carry the larger buffer. Subsection F bars using a public road directly for refuse collection, meaning haulers must be able to service the enclosure from within the site.

Because Chapter 13.23 sits inside the land development code, a violation is enforced as a Title 13 code violation. Section 13.02.010(C) makes any violation of the development code, including this chapter, a class C misdemeanor, with each day of continued violation treated as a separate offense under § 13.02.010(E). Community Development reviews enclosure design at site plan approval and can also pursue abatement as a public nuisance under § 13.02.010(G).
