West Jordan, UT Trash & Recycling: Dumpster Rules (2026)

Chapter 14 of title 13, "Fencing And Screening," states its purpose is to regulate fencing requirements for all zoning districts, and section 13-14-3(C), "Screening Of Dumpsters, Utility Equipment And Service/Loading Areas," is the citywide standard that reaches commercial dumpster and roll-off placement. The rule treats dumpsters the same as ground-mounted utility and mechanical equipment: each must either be built below natural grade or completely screened with masonry fencing, solid metal gates and landscaping, unless the planning commission finds another material durable and compatible enough with the surrounding development to substitute.

The same subsection reaches loading areas used for delivery or freight vehicles, requiring them to be designed so vehicles are completely screened from public view during loading and unloading. Where that is not practical and the doors sit in view of the street, the code allows a fallback of trees and shrubs or a combination of decorative design elements, but that substitute still has to clear review by the design review committee and approval by the planning commission before it satisfies the section.

This general chapter-14 screening duty layers on top of the City Center zone's own dumpster rule at section 13-5I-11(A), which separately requires dumpsters there to be screened so they are not visible from any public plaza, outdoor dining area, or public or private right of way. A property owner inside the City Center zone has to satisfy both the citywide screening material standard in 13-14-3(C) and the additional visibility test in 13-5I-11(A).
