Section 5-5-2 sets up recycling as a City-controlled utility rather than an open market. " Subsection B places responsibility with the City Administrator or a designee, who "shall collect from each single-family dwelling, each duplex residential dwelling and each mobile home in a mobile home subdivision, the mixed waste, green waste, and recyclable materials produced at such residential dwelling," but only where a current executed contract with the City exists.
