Antioch, CA Trash & Recycling: Dumpster Rules (2026)

Section 9-5.1401 requires trash enclosures for multiple-family developments of five or more units, and for commercial and industrial uses, whenever a dumpster or compactor is used and is not contained entirely inside a building (§ 9-5.1401(A)). The Zoning Administrator can waive the enclosure for commercial or industrial uses that generate only small amounts of refuse, or when a dumpster sits internally within a commercial or industrial center out of public view, such as in an alley or between buildings (§ 9-5.1401(B)). Where an enclosure is required, its walls must be solid masonry with a decorative exterior finish compatible with the main building, a split-face concrete block finish is recommended, the gates must be solid heavy-gauge metal, and the walls must stand at least six feet tall, sized to fit the number of dumpsters and recycling bins the site needs (§ 9-5.1401(C)).

Residential enclosures should allow tenants walk-in access without opening the main gates, and any enclosure visible from public view must be screened with landscaping, including shrubs or climbing evergreen vines, along its perimeter (§ 9-5.1401(D)). No enclosure may sit in a required streetside setback (§ 9-5.1401(E)), and existing enclosures must carry a roof matching the design of the buildings they serve (§ 9-5.1401(F)). City staff can also require an enclosure to drain to the sanitary sewer and to control refuse runoff at the gate and pedestrian access point so stormwater cannot enter (§ 9-5.1401(G)). Signage listing which recyclables the enclosure accepts must be posted conspicuously inside it (§ 9-5.1401(C)(5)).
