Concord, NC Trash & Recycling: Dumpster Rules (2026)

C, 'Solid Waste Storage Areas,' governs where and how commercial dumpsters sit on a development site under the Concord Development Ordinance, the city's zoning and land-use code (current through its July 1, 2017 consolidation). The location standard requires solid waste dumpsters or other large containers to be confined in an enclosed area screened on all sides; the enclosure must be large enough to hold the dumpster and solid waste items, built of solid opaque construction, and fitted with latching gates for access. An applicant must show the enclosure's materials and color on the site plan so the Administrator can confirm they match the principal building.

The materials standard requires the enclosure itself be built of durable, weatherproof, permanent material such as concrete or stone block or metal, again matched to the principal building. A separate container-type standard requires the dumpster or large container to have a lid, specifically to limit stormwater runoff from being contaminated by whatever is stored inside. Elsewhere in the CDO, the mixed-use design standards in Article 8 cross-reference this same screening requirement, directing that all dumpsters be screened in accordance with Article 11, the buffer-yard article that supplies the plant and fence specifications an enclosure has to meet.
