3 of the Building Code, added by Ordinance No. 1280: no dumpster, construction storage unit or portable on-demand storage container may be set on a site until the City's Public Works Department issues a permit. 1280, adopted by Ordinance No. 7580 in 2009 and amended in 2019, defines a portable outdoor storage container broadly as any container, storage unit, trailer or shed-like structure used to store personal property outside an enclosed building. Only one such container is allowed per parcel at a time, and none may sit in a public right-of-way or easement, including a sidewalk.

On single-family residential lots the container must rest on a concrete, asphalt or other improved surface; in non-residential districts, the Director of Public Works or a designee approves the placement location. A container may stay on a property no more than thirty consecutive days, or more than thirty days total in any twelve-month period, without the Director's written consent, and it must be locked and secured whenever it is not being loaded or unloaded. No toxic or hazardous materials may be stored inside, and any advertising on the container beyond the owner's or provider's own signage violates both this section and the sign code in Chapter 520. 010 lists a seventy-five-dollar fee for a portable on-demand storage container permit and a separate seventy-five-dollar fee for a roll-off dumpster permit.
