SLCRO §607.310 prohibits depositing waste on any property without a valid landfill, transfer, or composting license. The dumper and any property owner who allowed dumping are both liable. Dumping in creeks or waterways is separately prohibited under §607.810.
Chapter 607 covers all forms of illegal dumping. Antifreeze, waste oil, and household hazardous materials are specifically called out. Penalties may stack with Metropolitan Sewer District and Missouri DNR fines. Construction roll-offs in floodplains are prohibited unless in a sealed container. Litter on roadways is enforced separately by Police under §1218.050.
Up to $1,000 county fine; MSD civil penalties; Missouri DNR fines up to $10,000/day for hazardous-material dumping; criminal prosecution for repeat offenders.
