Laurens County, SC Trash & Recycling: Dumpster Rules (2026)

Laurens County's subdivision design standards, Appendix A to the Residential Subdivisions Ordinance in chapter 33, require every commercial or multi-family trash collection and loading area to be designed to cut visual and acoustic impact on neighboring parcels. Dumpsters cannot sit on public streets, alleys or sidewalks, and no container can be located within 15 feet of a property line abutting a single-family detached use. Screening must be an opaque wall, fence, or a combination of opaque material, berming and evergreen landscaping, standing at least one foot taller than the dumpster itself; chain-link fencing woven with opaque slats does not satisfy the screening standard on either the gate or enclosure sides.

Every dumpster must sit on a concrete pad at least 18 feet long, with an enclosure entrance at least 12 feet wide so a collection truck can maneuver, and the design must let a service truck lift the container without hitting overhead wires or tree limbs. Waste collection, deliveries and similar service activity are barred between 10:00 p.m. and 6:00 a.m. and must otherwise comply with the county's noise ordinance at chapter 18, article II. These standards are reviewed and enforced under the same subdivision ordinance that created them: chapter 33's Division 13 lets the county's designated code enforcement officer issue a Uniform Ordinance Summons for any violation, with the case heard as a civil matter in Summary Court.

A property owner who believes the screening or setback standard works an unusual hardship can appeal to the Laurens County Planning Commission under S.C. Code section 6-29-1150.
