Laurens County, SC Trash & Recycling: Illegal Dumping (2026)

Laurens County Code § 32-326 sets a separate, harsher fine schedule for illegal dumping than for ordinary littering. The section defines illegal dumping as depositing litter or garbage, as defined under this division and S.C. Code 1976 § 34-67-30(4), in an area or facility not intended for public deposit of litter or garbage. A first offense costs $250, a second costs $500, and a third or subsequent offense costs $1,500. On top of the fine, the court must impose a minimum of 20 hours of litter-gathering labor or other public service supervised by the court; the sliding 8/16/24-hour scale elsewhere in the same section applies to general litter violations, not illegal dumping specifically.

Judges can substitute additional labor or public service for the monetary fine at a rate capped at one hour of service for every $5 of fine imposed, an option built into the ordinance for people the court finds cannot pay. Enforcement runs through deputies of the Laurens County Sheriff's Office and the county's own Litter Control Officer, both authorized under § 32-326 to bring charges. The Litter Control Officer also has separate inspection and abatement authority elsewhere in Article IV: under § 32-327 the officer can inspect any premises in the county to enforce the litter and dumping rules, and under §§ 32-328 and 32-329 can issue a 15-day written notice to an owner to clean up a hazardous lot and then abate the nuisance directly, billing the cost back to the owner, with each further 15 days of noncompliance counted as a new violation.

None of this reaches incorporated Laurens, Clinton, Gray Court, Cross Hill, Waterloo, or the Fountain Inn portion inside the county; each of those towns enforces its own code within its limits.
