Ocala's public works department controls where commercial dumpsters sit under § 54-35(f): it is unlawful to place a dumpster anywhere the city has not approved, and equally unlawful for an owner to move or remove a city-provided dumpster from its approved spot without the city's consent. Section 54-35(e) separately requires any place of business to use a city-furnished or city-approved dumpster once its solid waste volume is sufficient to require it. Once a dumpster is warranted, § 54-36(a) requires every new commercial or multifamily construction and renovation plan to include a dumpster pad design that meets the section's specifications, covering the pad, any enclosure and the pad's location.

Section 54-36(c) narrows what the pad may hold: it may only be used for the placement of the city-owned dumpster, and no other dumpster, grease container or supplies may sit on the pad or inside its enclosure, closing off a common workaround of using the pad for extra private containers. Under § 54-36(d), the city disclaims responsibility for any damage its collection vehicles cause to objects that were not permitted on the pad in the first place, or to a malfunctioning dumpster pad enclosure gate.

Read together, the sections mean a business cannot simply drop a dumpster wherever is convenient on its lot; the location, the pad construction and what sits on that pad are all fixed by the public works department before the container arrives.
