Section 54-38(a) requires a residential customer to select one of two collection plans and locks that choice in for a minimum of six months once chosen. Plan 1 is curbside service: contained refuse plus separated, loose or contained yard waste, both set out at the curb. Plan 2 is rear-door service: contained refuse collected from the side or rear of the building, with yard waste still placed curbside. The code carves out Plan 2 entirely for new customers and for existing Plan 1 customers, who cannot switch into it, and the section fixes March 1, 2007 as the date Plan 2 was officially discontinued for every remaining customer citywide.

A separate accommodation survives that cutoff: anyone physically unable to move a residential container or refuse cart to the curb is entitled to have the waste collected at the side or rear of the building at no extra charge, so the physical-disability exception is not tied to the old Plan 2 designation. Because Plan 2 is closed to new selections and was discontinued for holdovers back in 2007, virtually every residential address in Ocala today receives curbside Plan 1 service unless the physically-unable exception applies, and switching plans is not something a customer can do casually given the six-month minimum hold on whichever plan is on file.
