Orangeburg County, SC Trash & Recycling: Dumpster Rules (2026)

Orangeburg County Code § 34-5(g) puts the dumpster obligation directly on the builder: any contractor or private individual building within the unincorporated county, or within a town's limits if that town has an intergovernmental agreement for chapter 34 enforcement, must discard trash and debris into a dumpster for the duration of the building project, at their own expense. The contractor must properly transport and empty that dumpster at a licensed landfill before the accumulated trash and debris becomes visible to someone walking past the site.

Once the project wraps up, the same person is required, again at their own expense, to transport and discard any remaining trash and debris at a licensed landfill, and the code sets a hard deadline: within three business days of completion. The community development division enforces chapter 34 generally under § 34-7(a), and a contractor who ignores the dumpster requirement or blows the three-day cleanup deadline is exposed to the chapter's general misdemeanor penalty in § 34-9, which allows fines and jail time scaled to the weight or volume of waste left on-site, plus court-ordered community service for repeat violations.

The rule applies whether the builder is a licensed contractor or a homeowner acting as their own general contractor, so owner-builders in the county's rural subdivisions carry the same dumpster and cleanup duty as a commercial crew.
