Orangeburg County, SC Trash & Recycling: Illegal Dumping (2026)

Section 34-3(c) makes it unlawful for any person, firm or corporation to throw, dump, or cause to be dumped any litter or municipal solid waste anywhere in the unincorporated areas of the county, except at the county landfill for inert material or the transfer station for municipal solid waste, or as otherwise permitted by county regulation. The same section bans abandoning a vehicle on any public road or right-of-way (34-3(f)) and requires anything hauled in an open truck bed to be tied down or covered (34-3(h)).

The Community Development division is the chapter's primary enforcer, backed up by sheriff's deputies, litter officers and state troopers (Section 34-7). 00 or up to 180 days, plus the court can order the violator to clean up the site, pay restitution, or perform community service. A second conviction adds a mandatory minimum 20 hours of community service on top of the fine, and any vehicle, boat, aircraft or machine used to dump more than 500 pounds or 100 cubic feet is declared contraband and subject to forfeiture to the county. No part of a Section 34-9 fine may be suspended.
