Orangeburg County, SC Trash & Recycling: Recycling Rules (2026)

Section 34-3(k) bars anyone from dumping, throwing, discarding, dropping or otherwise disposing of litter or solid waste other than household garbage or recyclables as specified at county waste and recycling centers, and separately makes it unlawful to leave such specified items at a center after it has closed. Read together with Section 34-3(j), which limits lawful disposal to property the state or county has designated for that purpose or to a litter receptacle installed there, this establishes the county's recycling and garbage centers as the only lawful drop-off points for residents in the unincorporated county.

Section 34-1(a) frames why the rule exists: the county council found that improper collection, transportation and disposal of garbage, refuse, rubbish and solid waste endangers public health and welfare, and states that the county is committed to promoting recycling. Chapter 34 does not create a curbside recycling pickup program or a mandatory household recycling quota; its recycling content is limited to keeping the county-run centers as the approved outlet and enforcing against dumping recyclable or other waste anywhere else. 00 and possible jail time as the amount of waste involved grows.
