Parker, CO Trash & Recycling: Dumpster Rules (2026)

Section 13.08.090(m) of the Parker Municipal Code requires screening of utility, storage, and service areas, including dumpsters and garbage storage, for multifamily and nonresidential development. Subsection (3) applies the rule specifically to multifamily residential, mixed-use, and nonresidential development, and its subsection e, Dumpsters and garbage storage, requires garbage storage areas to be visually screened on all sides using durable materials similar in appearance to the materials used on the primary building; the one carve-out is that screening is not required on the side adjacent to a service drive aisle used for garbage pick-up.

That dumpster screening sits inside the broader service, storage and loading area standards in subsection (m)(3)c, which require those areas to be placed at the rear, side, or inside of buildings, out of view from a public or private right-of-way and from adjacent residential areas, and to be enclosed by a solid wall or fence at least six feet tall, or the height of the stored material if taller, capped at eight feet for commercial sites and twelve feet for industrial sites, or by a six-foot-wide landscape buffer.

Any fencing used for that screening must independently meet the fence and wall standards in Section 13.08.090(n). The screening exceptions in subsection (2)b exclude several categories from the whole section, most importantly single-family detached, duplex and single-family attached dwellings, which are instead governed by the separate utilities standard in Section 13.08.120, along with roof-mounted antennas, small vent openings, solar arrays, and residential window air conditioners.
