Section 6.01.200(1) treats as a nuisance any place used or maintained as a junkyard or dumping ground, or for wrecking or disassembling vehicles or machinery, or for storing worn-out, wrecked or abandoned vehicles, machinery or contractor equipment, when kept in a way that interferes with others' comfortable enjoyment of life or property. Section 6.01.210 separately bans depositing, throwing or placing litter on any street, alley, sidewalk or public property, or from a moving vehicle, and bans posting handbills or signs on poles, fences or buildings without the owner's consent.

Under Section 6.01.060(3), Neighborhood Services may pursue these as criminal violations in Municipal Court or, at its discretion, issue penalty assessment notices instead: $100 for a first junkyard or dumping-ground violation, $200 for a second, and a mandatory court appearance for a third within a 12-month period; littering carries a lighter $30 first-offense assessment. Neighborhood Services can inspect property, issue a written notice to abate within 24 hours for imminent hazards or seven days for ordinary nuisances, and, if the owner does not comply, abate the nuisance itself and bill the actual cost plus a 15% administrative fee, secured as a lien against the property under Section 6.01.090.
