Pearland, TX Trash & Recycling: Dumpster Rules (2026)

Chapter 12 requires every residence, business, church, school or other structure in Pearland to use a collection cart or dumpster 'authorized by this chapter and provided by the city's contractor,' under § 12-17(a); alternative, non-contractor carts simply will not be serviced. Section 12-17(c) requires lids to stay closed to keep animals, rodents, flies and insects out, and § 12-17(e) makes each customer responsible for keeping the cart or dumpster clean and sanitary. For commercial accounts specifically, § 12-17(f) requires dumpsters to sit inside a screened enclosure built to the standards of the Unified Development Code, rather than sitting exposed in a parking lot or alley.

' Commercial collection itself must happen at least once a week under § 12-42, and more often if needed to keep the premises free of accumulated garbage and brush. the evening before collection and bars leaving it at the curb after pickup. Inspectors from the city check containers regularly, and an unsanitary cart or dumpster gets a correction notice; the owner has five business days under § 12-17(g) to fix the problem before it becomes a separate violation.
