Brazoria County launched the Eagle Eye Environmental Division specifically to investigate illegal-trash complaints and hold violators accountable. Penalties scale with the amount dumped: a small pile is a Class C misdemeanor, while large or commercial quantities become higher misdemeanors or a state jail felony.
