18, in Chapter VI's garbage and rubbish disposal rules, splits its 30-day cap into two tracks. Subdivision 1 covers single-family, two-family and townhome dwellings: dumpsters, bag dumpsters and other rubbish containment containers, apart from the standard trash and recycling bins used for everyday household service, may sit outside for no more than 30 days in any one-year period, unless the container supports an active building permit for a temporary service such as a construction or remodeling project benefiting that property. Subdivision 2 applies the identical 30-day, one-year rule to every other use in the City, commercial, institutional and industrial alike, but excludes containers tied to normal business operations that sit inside a permanent dumpster enclosure already approved on that property's site plan.

Practically, a homeowner doing a kitchen remodel can keep a roll-off in the driveway as long as the building permit stays active, while a dumpster with no permit behind it, dropped for a general cleanout, has to be gone within 30 days. A business with a fixed, site-plan-approved enclosure for its regular dumpster falls outside the cap entirely, while a temporary roll-off brought in for a one-time job is timed the same way a homeowner's would be.
