25 governs the City's curbside recycling program rather than leaving it purely to private contract. Subdivision 1 authorizes the Council to contract with one or more licensed collectors or haulers to collect, remove and dispose of some or all recyclable materials citywide, and to adopt rules on collection days and hours, which materials are accepted, how they must be prepared, the type of recycling container used, where containers sit for pickup, and which properties get the service. Subdivision 2 lets the Council set a recycling services fee by resolution, and Subdivision 3 puts that fee on the utility bill for the served dwelling unit or property, collected the same way as other utility charges.

Subdivision 4 adds a ten percent penalty on any unpaid current-month recycling charge not paid by the due date on the bill, and Subdivision 5 has the Chief Financial Officer certify delinquent accounts each year so the City Manager can prepare an assessment roll the Council adopts by October 31. Subdivision 6 requires any licensed collector of recyclable materials to file periodic reports with the City Manager on the amount and type of material collected from multifamily dwellings and where it was collected. Subdivision 8 requires the contracted hauler to supply a container to every resident who signs up for recycling.
