Plymouth's yard waste rules sit alongside its general garbage and rubbish regulations in Chapter VI. 01, Subdivision 3 makes it unlawful to let yard waste accumulate as a nuisance because of appearance, odor, or sanitation, and separately bans mowing grass clippings, raking leaves, or otherwise depositing yard waste into a street, street gutter, catch basin, sidewalk, or trail. 20 requires every householder, owner, occupant, or tenant who does not dispose of yard waste in a sanitary, environmentally sound manner on their own property to instead contract with a licensed collector, store the material, and make it available at the point of collection as the Chapter requires; if a standard container is not practical, the resident may bag it instead.

21, haul the yard waste to a City Manager-approved compost site, track the amount collected, and file a written report on the volume delivered for composting each license period. 22: composting is allowed only on lots with a single-family detached dwelling, business, educational, institutional, non-profit, or City essential-service use, the material must sit in a durable containment structure no smaller than three feet by three feet by three feet and no larger than 32 square feet or three feet tall, and the structure must sit at least 40 feet from any inhabited building the composter does not own.
