Sec. 24-60 requires the owner or person in charge of premises where a dumpster is permitted to maintain the premises at all times in a high state of police, free and clear of litter, debris, and trash. Sec. 00, with rates scaling for additional weekly pickups. Businesses may share a single dumpster with an adjacent business, but sharing is capped at two customers per dumpster and requires a minimum of two collections weekly; the fee for shared service is split equally between the two customers, with each charged at least the single-collection minimum, and the director of public works must approve any exception to the two-customer sharing cap.

Sec. 24-61(a) requires all customers to use only containers issued by the city or its contractor, which remain city or contractor property and must be used exclusively for solid waste storage and transport; noncompliance lets public works and the contractor refuse to collect. Sec. 24-71 separately covers construction-related roll-off containers: property owners or prime contractors at a construction site must furnish 20, 30, or 40-yard roll-off containers for construction litter, with all litter containerized by workers at the end of each workday, and the owner or contractor bears removal costs at their own expense rather than city collection.

Sec. 24-74 requires director of public works approval before installing any compactor unit, mandates six-inch-thick, 3,000-psi concrete pads under compactors and shredders, and requires apartment complexes over 100 units to use compactor units for garbage and trash disposal.
