14, Building Material and Construction Equipment Encroachments, was amended by Ordinance 15-13 to add: a permit from the Public Works Department is required before a dump cart, dumpster, or storage container is placed on any street or public right of way for any purpose. That sits alongside the section's older rule that a permit from the Building Inspector is needed before building material or construction equipment occupies a street, alley, sidewalk, or public ground, so a contractor's roll-off box and the building materials it will hold are both covered, but the roll-off itself is routed to Public Works rather than the Building Inspector's office.

The written application required for permits under this section must describe the premises by lot, block, street, and tax number and state the character of what will be stored, information Public Works can use to confirm the container will not block a driveway, hydrant, or crosswalk. The section's general storage rules still bear on placement: a continuous roadway at least two-thirds of the curb-to-curb width, and never less than 18 feet, must remain open, nothing may be placed within 15 feet of a fire hydrant, and no material may be left where it will unreasonably interfere with public safety or convenience, or where there is not enough room to store it clear of travel lanes.
