Section 111.56(B) targets dumping on land generally, naming roadsides, hollows, rivers, streams, and lakes as examples of the 'all lands' the ban reaches, and covers bulky waste as well as ordinary solid waste. Section 111.58 backs this with a longer list of prohibited practices: subsection (A) bars disposing of garbage, refuse, rubbish, or debris by dumping on any premises with or without the owner's consent, (B) bars dumping on any property in the county, and (G) separately makes it unlawful to own or operate an open dump, closing off the argument that repeated dumping on one's own land is merely a private matter.

Section 111.58(I) further requires that solid waste go only to a facility approved by the county and permitted by the Kentucky Department for Environmental Protection, naming the two authorized outlets: Freedom Waste Services (Jones Sanitation Holdings, LLC) at 400 State Street and Republic Services, Inc. at 829 Burnett Street, both in Paducah. Enforcement runs through the county's Solid Waste Director under § 111.57's rulemaking authority, with the Sheriff's Office and Code Enforcement handling field complaints about dumped debris, tires, or bulky items on roadsides or vacant land.

The ban applies regardless of whether the dumper owns the property, since § 111.58(A) explicitly covers dumping 'with or without the consent of the owner.'
