City Code § 22-7 makes it unlawful to dump or deposit brush, leaves, garbage, litter, trash, waste matter, or refuse on any street, gutter, sidewalk, parkway, driveway, alley, public property, or another person's property anywhere in the city. Section 22-15 makes dumping a misdemeanor offense, and the Code's general penalty section, § 1-5(b)(2), sets fines up to $2,000 for offenses involving dumping of refuse (versus the standard $500 cap), with each day a violation continues counted as a separate offense under § 1-5(c). City peace officers and code enforcement officials enforce the chapter under § 22-14.
