Billings Municipal Code Sec. 21-211(g) limits when solid waste containers can sit at the curb: black (trash) and green (yard waste) containers can be placed within the street right-of-way only the night before collection and on collection day, without obstructing it. Every other day, containers must be stored off the right-of-way, and underground storage is barred under Sec. 21-210. The Public Works Department runs weekly residential collection, provides up to two black containers per household, and won't empty overfilled containers until the next scheduled service day under Sec. 21-211(f).
