Section 1060.07(i) sets a hard operating window for every hauler licensed under the chapter, municipal or non-municipal: no solid waste, recycling or composting pick-up before 7:00 a.m. or after 7:00 p.m. That window applies on top of the resident-facing placement rule in Section 1060.11, which requires containers curbside by 6:30 a.m. and bars setting them out before 7:00 p.m. the prior evening, so the two rules together bracket both when a resident must be ready and when a truck is allowed to run. The pick-up-time rule is one piece of a broader licensing scheme: Section 1060.07(a) charges each hauler a $500 application fee, a $250 renewal fee and a $50 per-vehicle annual inspection fee; Section 1060.07(d) requires every collection vehicle to be no more than five years old, fully painted with no visible primer or undercoating, and marked with the hauler's name, address and phone number plus a truck number at least six inches tall in three places; and Section 1060.07(h) layers on Township-designated geographic routes and pick-up days, including holiday adjustments, that every hauler must follow.
