07(j) makes recycling a standing hauler obligation, not an opt-in extra: each hauler must offer recycling to every business and household, including single-family homes, condominiums and multi-residential customers, delivered through curb-side sorting using plastic curb-side bins the Township approves, with the bins themselves supplied by the hauler rather than the customer. The same subsection sets uniform pricing across all eligible single-family, condominium and multi-residential customers receiving curb-side pick-up, charged whether or not the household actually uses the recycling service, which spreads the cost of the program across the whole customer base rather than billing only participants.

04(b): the initial eighteen-gallon bin or sixty-four-gallon cart comes from the Department of Public Services or the approved hauler, and only replacement or extra carts are a resident purchase. 07(k) adds upkeep duties for any larger recycling receptacles a hauler places, requiring them to be dent-free, fully painted over any bare metal or rust, and marked with the hauler's name and address, with two or more overfilling incidents in any sixty-day span counted as conclusive evidence the hauler has too few receptacles or pick-ups for the route.
