OC Waste & Recycling oversees solid waste services for unincorporated Orange County through exclusive franchise agreements with three haulers: Waste Management serves Coto de Caza, Emerald Bay, Ladera Ranch, Las Flores, North Tustin, Orange Park Acres, and Silverado/Trabuco Canyon. CR&R serves El Modena, La Habra Islands, Olive Heights, Rancho Mission Viejo, and Rossmoor. Republic Services covers Country Club, Fairlynn, Andora, and Fairhope areas. Containers must be placed at the curb with wheels against the curb by 6:00 AM on collection day. No collections occur on six major holidays: Christmas, New Year's Day, Memorial Day, Independence Day, Labor Day, and Thanksgiving. On holiday weeks, pickup shifts to the following work day with countywide service normalized within one week.
Non-compliant residents may receive notices of violation, penalties, and possible denial of service. SB 1383 enforcement began January 1, 2024 with warnings and educational materials issued before fines.
