Newark, OH Trash & Recycling: Pickup Rules & Schedules (2026)

Section 1860.11 of the Newark Code of Ordinances, last amended by Ordinance 16-40 (passed 9-19-16), sets the operating rules for every solid waste enterprise working in the City of Newark, Ohio. Subsection (a)(1) bars operating a solid waste enterprise other than between 6:00 a.m. and 6:00 p.m. on Monday through Saturday. The excluded days are Christmas, New Year's Day, Memorial Day, Independence Day, Labor Day and Thanksgiving Day. Clerical, bookkeeping and other administrative work that does not involve actual collection, storage, transportation, disposal or running collection vehicles on public streets, alleys and ways is outside the time limit.

Subsection (a)(2) creates one carve-out. A solid waste enterprise collecting commercial waste at a commercial location in the Downtown District, as designated on the zoning map and defined in Section 1238.02, can submit a written request to the Director of Public Service stating the need and the intended times and days. The Director can grant the exemption and add restrictions. The Code is explicit that under no circumstance can the exemption be granted in any zoning district other than the Downtown District, so residential routes and other commercial areas stay on the 6:00 a.m. to 6:00 p.m. window.

Other subsections reach the truck and the yard. Solid waste cannot remain in a container or vehicle of a solid waste enterprise for more than 24 hours, and if extraordinary circumstances prevent removal at the end of a working day, it goes into a leakproof, insectproof and rodentproof structure, bin or container. Under subsection (h), a hauling vehicle cannot be parked and left unattended in an R-S, R-1, R-2, R-3 or PUD District. Subsection (i) bars accepting waste that is burning or at a temperature likely to cause fire.

Only registered haulers can run routes. Section 1860.06 requires a registration certificate from the Director of Public Service, which expires December 31 of the year of issuance, and Section 1860.07 requires annual vehicle inspection and a decal. Section 1860.13 opens enterprises, vehicles and containers to inspection by the Director, his or her agent, or any health or police official.
