Article II of Chapter 201 sets out the mechanics residents must follow. For garbage, § 201-2(B) places no limit on the number of containers, but § 201-2(C) caps each container at 32 gallons with no permanently affixed lid and no more than 50 pounds when filled; bagged garbage that will not fit in a container is capped the same way and may not exceed 18 cubic feet. Rubbish is stricter: § 201-3(B) limits any property to no more than 10 containers placed out collectively on a given day, and "in no event shall the total maximum weight placed out for collection on any given collection day exceed 200 pounds," a cap repeated in § 201-3(C)(4).
Rubbish containers follow the same 32-gallon, 50-pound, no-lid rules as garbage under § 201-3(C). Section 201-10 requires garbage and rubbish to be kept in separate containers, and § 201-11 standardizes container design further: reusable containers need handles and tight covers and must stay watertight and sanitary, while grease and oil drums are flatly prohibited. Underground receptacles for garbage or refuse are banned outright by § 201-7. Once solid waste is placed at the curb it becomes Town property under § 201-9, and unauthorized scavenging or removal by anyone other than the Town or its agent is itself a violation.

Exceeding the 10-container/200-pound rubbish cap, using oversized or lidded containers, mixing garbage and rubbish, or maintaining an underground receptacle is enforced by Sanitation Department inspectors under § 201-15. Article II violations carry a fine up to $500 or imprisonment up to 15 days, or both, under § 201-16, with the Bureau of Administrative Adjudication empowered to impose penalties within that range.
