Solid waste collection in Pleasanton is governed by Municipal Code Chapter 9.20 and provided by the city's franchised hauler, Pleasanton Garbage Service, Inc. (PGS). The code requires that each residential unit, commercial unit and industrial unit have solid waste, recyclables and organic waste service from a collector holding a collection contract. It is unlawful for any person to in any manner interfere with the collection, removal or disposal of solid waste, recyclables or organic waste by the contracted collector, and self-hauling or scavenging from set-out carts is restricted accordingly. Collected materials must be hauled in all-steel-body motor trucks and disposed of or recycled in a manner that is not offensive or unsanitary. Per PGS, residential carts must be set out the night before the scheduled pickup, and pickup times can vary week to week depending on driver substitutions or route changes. Service is bundled, and residents choose between 35- or 96-gallon carts. Households receive three carts: a black/gray cart for garbage, a green cart for food and plant waste (organics/compost), and a blue cart for mixed recyclables. Holiday schedule changes and route information are published by PGS. Because service is mandatory, residents cannot opt out of subscribing to collection.
Failing to subscribe to mandatory solid waste, recyclables and organic waste service violates Chapter 9.20. Interfering with the contracted collector's collection, removal or disposal of materials is unlawful. Practical issues such as setting carts out late (not the night before) or improper sorting can result in missed pickup and follow-up. Mandatory three-stream sorting is required under the city's organics rules.
