Because the towns under county zoning rely on the county's own solid waste system rather than municipal curbside collection, § 4.7.14, Operating Hours, provides that 'No person shall deposit solid waste material at the county transfer facility except during the hours established and posted or as adjusted from time to time by the Solid Waste Director to accommodate emergencies, holidays, or other unusual circumstances.' Anyone entering during closed hours also runs into § 4.7.15's Designated Areas rule, which bars entry into posted 'No Trespassing' areas, keeps unauthorized vehicles out of the active transfer facility area, forbids anyone under 16 from stepping outside a vehicle there, and excludes pets.

Once at the facility, § 4.7.16, Vehicle Regulations, requires every driver to obey posted traffic signs and keep loads secured 'so as to prevent waste from falling onto the roadway,' while policing the area for any litter their own hauling caused; § 4.7.13 requires payment of the posted fee schedule before leaving unless a charge account is on file, and § 4.7.12 makes each user liable for the material delivered. Users must also tell the Scale Attendant what type of waste they are bringing before unloading, per § 4.7.11, so unacceptable waste can be screened before it is dumped.

The transfer facility sits at 650 Moore Road in the Village of Plover, and the county landfill is at 1430 County QQ in the Town of Stockton; both operate under the Solid Waste Management Board created by County Board Resolution No. 189 (92-94).
