Section 8.12.040(A) of the Solid Waste and Edible Food Recovery chapter requires every owner and occupant of an occupied premises, other than those self-hauling weekly under a permit issued per Section 8.12.120, to subscribe to a level of solid waste collection service sufficient to handle the garbage, recyclables and organic materials the premises produces each week. The city manager can review the number and size of a premises' containers and require the owner or occupant to adjust the subscribed service level to keep pace with what the property generates.

Section 8.12.040(D) governs when and where residential containers may sit outside: carts belong at or near the front of the premises, in a spot the authorized collector can reach, and only go out immediately before the scheduled pickup time; they must come back off the curb by 8:00 a.m. the day after collection. If an occupied premises is not subscribed to service, Section 8.12.040(E) requires the authorized collector to report the address to the city manager. Section 8.12.060 separately bars anyone other than the owner, the owner's agent, or the authorized collector from tampering with a collection container or removing its contents once it has been set out for pickup.

Chapter 8.12 was rewritten in its current form by Ordinance No. 956, adopted December 14, 2021, and collection is currently handled under a franchise or contract agreement between the city and its authorized collector as allowed by Section 8.12.080.
