The enclosure needs solid heavy gauge metal gates and a paved floor and approach surface approved by the city engineer, and receptacles must be covered or have a cover structure built above them to protect contents from the weather.

Signage identifying accepted recyclable materials must be conspicuously posted inside the enclosure, and the enclosure must be designed so noise, odor, vectors or glare are minimized through separation, fencing or landscaping. If visible from public view, the enclosure's perimeter must be landscaped with shrubs and/or climbing evergreen vines.
