Sullivan County, NY Trash & Recycling: Pickup Rules & Schedules (2026)

Chapter 171 of the Code of Sullivan County, the Solid Waste Management Law of 1992, governs who may pick up, haul and deposit solid waste in the county. Under § 171-6, no person may knowingly pick up, haul or deposit solid waste generated outside Sullivan County at the county landfill or any municipal transfer station unless the Commissioner of Public Works or the county's Solid Waste Management Rules authorize it, and no one may haul waste or recyclables generated inside the county to an out-of-county facility without the same authorization.

Pickup and drop-off is also confined to the days and hours the Commissioner sets for each facility; depositing outside those windows, or at any spot other than the location an on-site employee directs, violates the chapter. Vehicles used to collect or haul waste must comply with the Solid Waste Management Rules, and commercial haulers need a valid permit or pass before they can unload at a county facility, plus payment of the deposit fees the Legislature has approved. Every solid waste collector or hauler operating in Sullivan County, other than one working solely within a municipality whose own regulations are at least as strict, must hold a county hauling license under § 171-11 before picking up a single load.

The Commissioner of Public Works, per § 171-5, administers facility hours, issues and revokes hauler licenses and permits, and can bring administrative or judicial proceedings against violators, with a hearing on eight days' written notice before any permit suspension or revocation under § 171-20.
